Detailed Description Job

  • Job Purpose

    • Manage the learning and professional development of the organization’s Tech-nical workforce to ensure that all employees, including management, are compe-tent in their jobs.
    • Implement and manage a range of professional, cost-effective training & devel-opment (T&D) services and programs to upgrade the performance of employees and provide them with up-to-date knowledge and skills to meet international standards.
    • Establish a balance among training needs, work requirements and employee ex-pectations regarding their professional development.

    Job Responsibilities

    Training Programs Execution: implement and manage a range of professional, cost-effective training & development (T&D) services and programs.
    1.Formulation and implementation of overall training strategy.
    2.Perform training needs analysis by reviewing employee appraisals and competency assessments, and follow up as necessary by meetings with employees and line managers in order to identify training and development needs.
    3.Prepare a yearly training plan based on the training needs analysis.
    4.Research and locate third-party training companies to deliver required training programs.
    5.Evaluate training and development programs, process training requests and handle course bookings with vendors.
    6.Ensure the use of task-appropriate learning methods including e-Learning and on-the-job training.
    Training Administration: Complete activities related to the training function.
    1.Consider training course costs and ensure it is within training budget, and assess the return on investment.
    2.Review training budgets on a regular basis and align training needs to the budget.
    3.Coordinate payment process, ensuring creation of purchase requisition.
    4.Approve invoices submitted by training vendors.
    5.Prepare quarterly reports for management.
    6.Support department staff in meeting needs for employee training, development and skill gap closure.
    7.Coach employees in order to build their knowledge and skills.
    8.Mentor staff to ensure appropriate succession management.
    9.Motivate employees by encouraging, recognizing and rewarding superior performance.
    10.Suggest techniques to support department staff in meeting needs for employee training, development and skill gap closure.
    Competency Management: Utilize the outputs of the competency management system to identify real training requirements and to monitor employee execution of Learning Plans.
    1.Liaise with CMS Administrator to ensure Learning Plans have been built that addresses prioritized gaps in skill and knowledge, especially for high potential employees and new joiners.
    2.Ensure assigned training is consistent with approved Learning Plan, and monitor progress.
    Recurring supervisory activities: Carry out customary supervisory responsibilities.
    1.Coach and train employees in order to build their knowledge and skills.
    2.Appraise employee performance.
    3.Approve employee vacations and other routine actions.

    Education

    Bachelor’s Degree in Human Resources or relevant field or equivalent.
